For 31 years running, this is a single-elimination, one- or two-player/team tournament. Bid to determine sides by bidding down IPCs from 84 IPC Victory Condition. Turn 1 Russia is restricted.

The actual bid will be for a number of IPCs that the Allies will allow the Axis to win with an IPC victory. This number of IPCs is bid down from the original victory conditions of 84 IPCs. The Axis must now gain at least 79 IPCs by the round end of that turn to win the game. Russia Restricted Turn One. (Russia in not permitted to attack during their turn 1) and before the start of the game, the Axis will be granted 9 IPCs to buy units to place before play begins. Prizes to the top 2 teams in tournament.
