The writing is on the wall for Delta Green and local Case Officers are rushing to run their final ops before the Pentagon brass shuts down the party. Downtown Portland, Oregon, is crisscrossed by old "Shanghai Tunnels” that once carried cargo as well as (rumor has it) sailors kidnapped and sold into labor at the docks. Now they serve as a refuge for criminals, cultists and an infestation of Deep Ones. As the city celebrates the Rose Festival above, a hastily thrown-together Delta Green squad descends to face the horrors below. Can they clear out the tunnels before last call, or will they find that even more unimagined horrors await them in the dark beneath the earth?
